Green Garden Township Assessor’s January, 2022 Report For review at February 16, 2022 Township meeting

On-going, standard Assessor tasks/projects

  • Appraiser, Real Estate, attorney, county and resident requests – often extensive.
  • Visit new construction sites to apply assessed values as soon as occupancy is complete.
  • Data entry into PAMS system: property record card information, Sales, Permits, Appeals, photos, exemption paperwork, correspondence, new construction drawings and inquiries into PAMS.
  • Appeal work.
  • Commercial / Industrial property assessment work and comparables
  • Sub division comparable reports created & maintained
  • Land AV comparable reports created & maintained
  • General office and personnel management
  • Site visits as needed to determine new construction, farm qualifications, verification of PRC’s
  • Management tasks: Assessor office expenses, monthly reports, budget reviews, staff payroll, IT issues, office supply/inventory management.

January tasks and information

  • Assessor Office physical location move
    • Assessor Office Manager is making great progress in data entry, research and handling the endless calls and inquiries received
    • Began meeting with constituents by appointment only in the new office. Those who have visited, are pleased to have a location to come meet with the Assessor and staff.

Soft Appeals now open

  • The 2022 Green Garden Township Assessor Soft Appeal forms and instructions are now posted on the GGT website. Additional copies are available in the back of the Town Hall. The 2022 deadline for Soft Appeals is May 16, 2022.

Assessor and Field work

  • The Assessor is now working in the township level of assessments.
    • The Assessor and staff are preparing for upcoming 2022 field work which will begin in May or June. Once again, the list of properties scheduled for field work is increasing weekly based primarily on new construction.

Assessor Budget for 2022-2023 fiscal year

  • The Assessor submitted two very detailed budget to both the board and attendees, complete with explanations on each expense at the January 10th board meeting.
    • One budget included Assessor office rent. The other budget assumed the office rent would be paid out of the general town fund.
    • To date, no questions or comments have been received. Additional copies of this budget are available upon request.

Housing Market Trends

  • Although housing prices will continue to increase, that growth will slow in 2022.
    • Sales will stay flat as mortgage rates increase.

Request for communication to Assessor

  • To help improve efficiency and accuracy, the Assessor’s office is formally requesting that the Assessor be notified via email on all information which affects or involves the Assessor’s office.
    • Currently emails and one on one meeting decisions, although shared with other elected officials are not shared with the Assessor.
      • This includes budgetary or financial information, information pertaining to changes which may affect the township and its residents, etc.
